This is in League Creation. I don't know about Version 10, but in 9 it couldn't be altered once the league was started. I can't see a reason that would've changed.

I think somewhere along the line, it was changed to allow that flexibility demanded by many users. It's easy enough to check (or uncheck ) in a League Setup.

I checked version X and the option is available to change under the Game Setup, Player & Picture options (don't ask me why, guess it qualifies as a Player Option).

What effect will it have during a season? I can't tell you with certainty, but I imagine it begins new. Either you stop finding them or you start finding them. There is a lightning fast box that appears when you make the adjustment; maybe you can spot what it says. I can't. In any event, it is changeable. Mess with it and see what happens. Back up as always.

If you are referring to the "create and maintain hidden players" checkbox, I have had that checked from the get go. However, I STILL have never received word about a foreign player (almost through 2012 now).

Someone earlier had said there was a "scout hidden players" checkbox. Like I said before, that's one I don't remember ever seeing.
Others have said this is something only changeable during league setup and since I'm playing a quickstart MLB game, that wasn't an option for me. Perhaps I should go start a new fictional league and see what happens.

I am referring to the create and maintain option, yes.

I have no knowledge of a scout hidden players option.

The option is changeable after league creation. (Maybe not in a quickstart, but it is.)

As goes quickstarts, that isn't an option because you can't access the League Setup screen using one? I guess I did not know that or forgot it; either is possible.

If you are playing with the MLB roster set that comes with the game, International scouting was known not to work in the initial release. I thought that was supposed to be fixed in one of the patches, but it sounds like it was not. (When I say 'known not to work', I mean that two or three threads on the topic were started.)

This is not directed to you, Curtis. I'm only quoting you so we know what we're talking about. Tell me what I'm doing wrong here. Was I supposed to import something, etc...? Here's what I did:

Selected New 2009 Major League Game (that's the rosters, isn't it, they look like it.)

Selected Commissioner Mode and elected to GM the Cubs.

Went to Game Setup / Picture Player Options to make sure the Create Hidden Players box was checked.

Went to my scouting page and dialed down everything to 0 so I could set my International Scouting to 100%. Did not change budget dollars at all.

-- stuff in between to keep me from getting any interruptions.

Stopped on 5/20 to see how my messages were piling up. Here's what I found in the mailbox for 4/12, 4/30, and 5/4: (this is 10.2.16, latest patch)

Im a big fan of the game I have a very limited knowledge of the intricacies of baseball (although much of what I have learned is due to OOTP). I am from a country (New Zealand) more akin to rugby, cricket
and hobbits then grand slams, double plays and perfect games. I have been playing CM/FM since well way to long (at least 98) and started playing OOTP8 I love the game and you have converted me to a baseball fan. Now if only there was a leauge in New Zealand....Wait....I can do that in OOTP

However, you mention having 10.2.16 (I assume you meant .16 when you typed .6) I only have .15. So maybe it's that extra little bit of new code?!?

Yes, I meant 10.2.16 - Crap. Thanks for clearing that up. I do not believe you'll have to go to 100% International, but it's obvious that it works at that level, indicating it may indeed be a function of scout talent, budget, and percentage of investment. That's all I set out to discover, whether it was broken or not. Given those results, I'm not of the opinion that it is. I won't rule out, however, a future thread titled "International Scouting Only Works at 100%!" I'll cross that bridge then.
