Star counts don't match

I'm playing with scouts off, so theoritically all ratings should be the same and accurate across the board right.

There are many cases where the star ratings shown on the transaction screen differ from the star ratings shown when you click on the player profile and tab over to scouting reports. Why the discrepancy?

Is it just the player profile not matching to the transaction screen, or is it the scouting reports not matching with both of the former?

If the scouting report isn't matching up, I'd say just ignore it.
