Having trouble with draft scouting

I see in this game that draft scouting is vastly different. In my dynasty I have managed to produce one legitimate big league player in nine years of drafting. I see that no longer can we have our scouting director spend a month scouting the draft pool; it appears as though my only option would be to individually click the names of every single player in the draft pool for my scouting director to scout them. Is there another way to get a more accurate read on new talent? Is it related to my scouting budget?

Yes. Increase your budget and allocate more of it to amateur scouting. Also, realize that a scout who Favors Tools is going to find (or think he finds) more golden nuggets than one who Favors Ability. He is also going to make more mistakes, however, in finding fool's gold as well. It's a tradeoff.
