HOw come I can not change the FA rule in either league? I want to allow FA's to leave the Caribbean and Asisan league but it's not letting me.

I ran a test season using the posted modifiers, and both leagues only had HR leaders with 10 HR each. Don't think that that could be after a 162 game season. Ideas why this happened?

which season are you talking about? the file starts in 1901, and 10 HR would be about right.

I think that option is only enabled at certain points in the season, i.e. the offseason of the league you want to enable FAs to leave.

After 1901-02 the career HR leader has 16 HR for 2 seasons combined. In RL the 1901 leader had 27 single season HR per baseball-reference.com. Like the setup though.

I just can't figure out how to get the FA's to leave from the Caribbean. I'm in their individual league setup and I'm in the offseason...

Do I have to affiliate the Carribbean league with the Federal League?
