Hey balli boy, first off, it's spelled sarcasm, and second of all, his name is Billy Buck, referring to Bill Buckner, so it's obvious he knows when something's funny, and when it's mean, so I don't think he meant it as offensive. Lighten up, try not to be serious all your life.

Independent Baseball Association (IBA not IBL
) has a good set of rules for team relocation. <a href="http://www.sportplanet.com/sbb/iba/NationalAgreemeny.htm" target="_blank">IBA Rules</a> It's somewhere close to the bottom. Hope this helps a little.
