Rule 5 Draft question

In an OOTP league in which I play, we converted to version 9.0 from version 6.5 last season. We are now in our first offseason post-conversion, and for some reason, it appears that the Rule 5 draft is not enabled and our commissioner cannot figure out how to enable it. Any advice on how to fix this?

Look under Game Setup/League Setup/Rules

Thanks, but my understanding is that our commissioner tried that but the game will not allow him to enable it. If anyone has experience with this specific issue, please let me know. Thanks!

Can only be enabled during the off-season.
