menu opacity

I know that you can create your own skin, but I'm having trouble finding where I can change the menu opacity. It looks horrible when you have menus overlaid on top of each other. You can't make out what the text is.
Could someone please point me to the file or image that can fix this?

Go to your OOTP5 game folder.. and find the Game Configuration.exe.... open it and DISABLE 3D mode.
