Historical Player Development

I am about to start a league probably around 1980 or so. My question: is it possible for players who were highly scouted as rookies but ended up being busts in real life to end up having hall of fame careers? And the direct opposite as well; hall of famers such as Tony Gwynn, Wade Boggs, Griffey Jr. etc is it possible for them to end up being busts and have poor careers? I'm assuming the players get ratings and it is completely random from there and completely separate from what actually happened in real life. Otherwise drafting each year in a historical league would give human players a huge advantage over the AI. I think I just answered my own question, but would someone care to confirm and add anything?

Completely possible (and definitely probable) provided you don't have recalc turned on.
