financial settings not taking

in my league I want to have the following settings and not have them change:

when I test the league, things change. The Media revenues by team come in differently, players salaries of players I set manually have changed.

Is there a way to lock these settings down and have them enforced?

Do the salaries of players physically placed on teams get impacted by an inaugural draft of remaining players?

after further testing it is the inaugural draft that screws the pooch.

No biggie, will reset things after the draft vs before it.
