A question...
I want to make a solo league where there are no free agents and no inaugural draft, but when I make it there are free agents and my team has not been set up without a draft!!!

You apparently missed unchecking the inaugural draft option in the league creation wizard - see below.
Regarding free agents, I think you will always have some of those even with finances off, as you should to meet roster needs due to injuries and retirement. You can, as commissioner, delete all free agents if you want to, however. |
