When scouting is turned OFF

So when scouting is turned off, you can't trust the OSA Scout right?

But can we trust Baseball America's prospect lists and minor league system rankings?

I have some young player's in my minors who are putting up very good stats. OSA gives them like half a star or 1 star at a max, not much anyway. Also they never get mentioned on any prospect list or whatever.

What are the changes they still can become stars? If Baseball America isn't recognizing them, are they doomed to fail when they reach they majors?

I think the scouting reports are based on OSA. With scouts off the AI uses ratings and stats to evaluate players (actually it's the same with scouts, but apparently the AI has uses scouts to get ratings). Thus players would still develop and move up to the appropriate level
