Question Regarding Schedules in Minor Leagues

For some reason every year (3rd year Cubby rosters), I've had to create schedules for some short season A and rookie ball teams. Why isn't the game creating them for me?

Have you been adjusting the number of games in the leagues' schedules during their offseasons? That would cause you to have to regenerate schedules for all teams in the league.
