When you create new teams and the game auto sets everything for a new team including the ballpark distance and wall height. So no park created will have cf at 450 ft.

I detect no question in your post, but I will comment that the game creates a ballpark randomly, including stadium dimensions and ballpark factors. You, as commissioner, have the capability of editing these to your satisfaction.
