BZ 1820: Importing from Historical Databases.

As you may know I have had a long running series of databases issued to go with this game. One of the inconsistencies/bugs/gliches/errors I find with the game is highlighted with my database but does relate to any historical league using any database including those provided with the game.

The way the game is currently set up for importing historical rookies defies logic in it's system. As it is arranged now, at least with draft disabled (the only workaround to this system -- but still not correct), the game in order recalculates player ratings each season (when enabled) and then at a later time imports rookies into the league.

An example of this is after the 1981 season the game will (at defined point) recalculate every player's ratings based on their 1982 statistics. All existing players in the league are re-rated using the same programing for those players that already exists. THEN, later, 1982 rookies are imported using the programing for them. These players statistics are not recalculated or created using the same system as existing players in the league.

The result is that imported rookies:
1. Tend to be better rated upon import than existing players in the league (this tended to be true even before rating recalculation).
2. Are not recalculated during their rookie season at all (probably the reason their ratings are higher). In 1982, with 3 year recalculation on, Robin Yount's ratings are based on 1981,1982 and 1983. However, Don Mattingly's is partially based on 1982 and his future potential.

The simple fix to this problem is doing the rating recalculation after rookies are imported. In this way in 1982 Robin Younts ratings are based on 1981,1982 and 1983 and Don Mattingly's would be based on 1981 (did not play), 1982 and 1983 and therefore ALL players are rated using the same system.

If you would like me to explain this a bit more I can as I feel it is important in making historical leagues as accurate as possible.

This issue has been claimed fixed for the upcoming patch (post 9.1.6). If after installing it you still see this behavior, please post in Tech Support. Thanks.
