Minor League Scouts

Is it correct to assume that once a minor league scout is off the team.... no signing replacements are necessary??. (version 9.1.6)

I have a number of minor league scout openings but it appears I can not offer a position to any available scout.

That is correct. Minor league scouts were merely a carry-over from converted leagues. They perform no function.
