Multiple Major Leagues

I'm in the process of setting up a (semi-fictional) baseball universe that I'm considering opening up to play online.

Now, what I would like to know is..

How feasable is it to have multiple major leagues? In the current incarnation of the universe, I have a North American league, a Carribean league, and an Asian league. I was thinking of adding an Oceania league and a Euro league (all as major leagues) as well. All of the leagues would have 4 levels of minors, though there would be maybe 2-3 leagues within a specific level.

If I did go ahead with this, what could I do to keep download sizes reasonable?

I've seen this work before, and I'm trying to do one of these now. I can't answer anything about download sizes, but I have a question for people who have run these kinds of leagues.

How do waiver claims work? Is the only feasable way to claim players by positing in the forums?
