Teams with Cash to spare can't sign players in OOTP8

I'm NL President of the NABA, and we seem to be having trouble with a financial aspect of the game. I was hoping to tap the commissioner pool for some experienced advice.

We have just completed our fourth season we moved just past the World Series so financials could turn over to the next season, but have not reached arbitration. Owner controls budget is turned off, and we do not use scouts or coaches.

I know for sure of two teams having trouble resigning player, and they are in different circumstances, but I know there are more teams. It would seem they should have cash to make these signings.

Our Cincinnati Reds have been frantically trying to re-sign Edwin Encarnacion but can't. The game tells him he has 27+ mil for player & staff signing, and Encarnacion is asking for a 2 year deal at 13.2 mil per.

For my Marlins team, I'm over budget, but have cash to spare. As you can see in my Finances page I have 13 mil available for player & staff signings.

Any help would be appreciated. I'm told in another league I am in for OOTP 8 someone has reported the same issue.

Cash only counts for the current year. So, if you're trying to sign a player for a multi-year deal, it won't let you go over budget no matter how much spare cash you have on hand.

IMHO, this is wrong, but that's the way it works for now.

The way we have to work around it is to either have the Commish enter the deal (he's not bound by the budget limit) or change the budgets of the teams. In our league, I just went in and made all the budgets equal to our salary cap, as long as the team had enough cash to cover it.
