BZ 1073: Create fictional Scout/Scouting Director

I noticed a problem last night with the available personnel screen and the create fictional... button. In the list that shows available personnel you can choose to show available Scouting Directors, but not Scouts. The button that creates a fictional person has an option to create a fictional Scout but not a Scouting Director. The problem is you can only see the created fictional scout by looking at all available personnel and it does not look like you can create a fictional Scouting Director. Granted this isn't a really horrible bug, but it is a bit confusing.

One other suggestion to streamline the scouting screen would be to put the minor league scouts on the same screen as the Director. At first I assumed that the minor league teams were part of the organizations scouting department under the scouting director and I was surprised to find that they still exist. I assume this is because it was easier to carry the code over from the previous versions and change this would require a a substantial change in the code, but I think it would be helpful in the long run to put all scouting is a single area and eliminate individuals scouts for the minors. Please consider this for OOTP10, I only mention it here since it was tangentially related to the issue above.

Happy to help. I found another possibly related issue with minor league scouts and I created a new thread for it.
