how do you get your scout to search other countries for talent? i have looked at the manual, but can't seem to find the answer.
On a serperate issue, is Ryan Howard a monster in anyone else's game? I am in the 1st week of June and he has already hit 36 homers!

In OOTP 8, you had to specifically assign a scout to the task. In OOTP 9, it happens automatically depending upon the following:

1. In Game Setup, Player & Picture Options, the box for Create and Maintain Hidden Players must be checked.
2. During preseason, you must allocate some money to Scouting and use the slider to make sure some of it goes to International Scouting.
3. Your scouting director must have a decent or better rating for International Scouting.

Of course, the higher the setting/rating in 2. and 3., the more of a chance that 1. will produce a talent that he finds for you. When he does, you get a message from your scouting director giving you the opportunity to look the player over and try to sign him.
