League totals always the same in game setup?

No matter what year, the league totals appearing in League Setup --> Strategy always are those of, I think, 2007. In 1871, 1950, and 2007 the league totals are given as 5451 HRs per 167353 ABs despite the very different HR rates in these different years.

Have you chosen the year from the drop-down menu at the top of the Strategy page? This should update the league-total modifiers.

Yep. League numbers remain the same regardless of what year I select. Oddly, some of the modifiers (even before the game starts!) are set differently from 1 in some years, although in most years you get 1's all the way down. For instance, I recollect for 1950 and 2007 you have the exact same stats (those I guess of 2007) AND modifiers of 1.000 all the way down.

Are the league total modifiers supposed to be changed? When I go to import a particular year's settings, it tells me that it will change the strategy, financial, and player creation modifier settings. It doesn't say anything about league totals.

Do the player creation modifiers alone maybe provide what you need? Are you seeing strange statistical results after playing out a season?

The manual talks about changing the modifiers and the stats. Yes I get very strange results in the minor leagues.
