Can't get OOTP5 to open

I just installed OOTP5. Since I have dial-up I installed 15 files. I registered and everything, gave the CC# in the form that was given to me.

I tried to open the game and it said A .DLL file, ELICEN40.DLL was missing and it is saying now that, "This program has performed an illegal operation and will be shut down."

I got an e-liscence and everything so I have no clue what's wrong.
