Pitching strategy

I was playing against the DBacks with Branden Webb pitching. The Dbacks were winning 6-0 after 5 innings and Webb had only thrown 70 pitches. Even though I had set the Arizona pitching strategy all the way to SLOW "Hook Starting Pitcher" in the situation, Webb was still pulled. Am I missing something here?

The only thing I can think of is whether he was fully recovered when he made the start. Something I'm having difficulty figuring out in this version myself.

I am in the deadball era, and I had an opposing pitcher pitch 167 pitches. YOW.
