BZ 1522: Personnel issue

Not strictly a bug to report, but a serious design flaw.

I cannot offer a contract to free agent personnel unless I have a vacancy. This makes it impossible for me to bid on incremental improvements to a position unless I release a guy first, which is not good, since I might just end up with a scrub.

Why i can't I bid on a guy and then if I am the successful bidder, only then allow me to fire the guy I already have? I'm thinking of online leagues where the competition for top talent is keener than solo play.

This is done by design, so its not a bug, but I've logged it as a request in BZ#1522.
