Two Issues from OOTP 2007

There were two issues that were a problem for me in OOTP 2007 that I was under the impression were going to be resolved in version 9. From my limited playing experience so far with version 9 I am not sure that they have been, at least to my satisfaction. I was wondering if any other users out there have reviewed the following issues:

#1 - Player evaluations based on statistics instead of 100% ratings. This appears to have been resolved...sort of. When I choose to have evaluations of a player done solely on stats, it keeps the player that has a substantial talent drop (more on this later) on the roster, but does not play him. For example, I have looked at a free agent who is rated 77/80, but has had a total of about 200 at bats in the past two seasons in spite of having been a stud prior to that. To me, it seems like the AI is doing valuations for roster purposes using stats, but sets lineups using raw ratings. This results in guys like this with big contracts being on the roster but never playing. It seems to me that if it is based on stats only, this guy should be in the lineup until his on field performance (stats) dictates that he take a seat on the bench.

#2 - Massive talent drops. This was supposed to stop happening, but I have seen a number of players completely drop off the face of the earth within a year (not age related, these guys are in their early prime). I personally do not think this is realistic, but understand if this is a design decision. My question is, what happens if I modify the "Talent Change Randomness" option? Can anyone tell me if this stops that from happening?

I would appreciate any observations/comments on these issues that anyone might have. I want to get my league set up the best way I can before I get too deeply into it.

I'll tackle part of #2:

If you lower Talent Change Randomness, you will reduce the massive talent changes (in both directions).

I cannot say if the massive reductions are still out there (although they were supposedly toned down) since work does not consider OOTP dependency an official sickness, and therefore I am forced to work instead of playing OOTP.

I've moved my OOTP7 league to 9 and haven't noticed the massive talent drops - may be due to the random change number at 20 (I think the default is 100) - lower number has less changes.

That brings up a good question. What should that number be? I mean some randomness is completely normal with baseball players. I know in past roster sets its been set to 75.
