Custom Settings
Does anyone have a collection of threads/websites or something that has various league settings (creation modifiers, totals, etc. ) that I could view for ideas on a fictional league I'm making.

A collection of them, no. Do you have the basic idea of how you want your world to play out? Some of us might be playing similar leagues and can give you tips towards what modifiers and settings we use to get certain results.

Increasing homeruns without increasing ERA much might be tricky. OBP and other type of hits would have to be greatly reduced, I would think.
