Pending Offers Disappear

I'm experiencing a problem in my league where league members will make an offer, the player will favor it for a few weeks, then it seemingly disappears from the pending offers screen; however, my league members are not withdrawing the offers. Can someone advise why this is happening, and if it is a problem, is there a fix?

This has previously been logged as BZ 940. I don't exactly know what causes it, though I have seen it before. There is no fix for OOTP 2007 or 8. Sorry for the trouble.
