Is OOTP 8 now "free" if you own OOTP 2007?
IIRC, last I checked it was $5 or something, or am I totally confused here?

No, the discount is $13. The price for OOTP 8 is $19.99, less a $13.00 discount if you own OOTP 2007 -- net price: $5.95.

I'm sure OOTP 8 will become free at some point, just as previous versions have. That will happen when OOTP 10 is released, I'd guess.
