Historical League Draft Issues

I'm running OOTP8 and I'm struggling with one aspect of the historical league. Historical players are in the draft each year however my problem comes from the size of the pool, usually about only 180 players. The draft only last 9 rounds, and my problem with this is that teams in my league are strapped for talent, free agents are hardly ever better than 2 stars, and the amount of parity makes for an unrealistic game experience.

So my question is if i start a fictional league w/ historical players starting around 1970 is there a way i will still be able see the same kind expansion and league re-alignment similar to a historical league of the same time frame and forward to the present?
