When do personnel become available?

I always though that day was important, and I was surprised that it is never really mentioned.

I ask because some years I look at a certain date and see blue stats to pick from, and the next I forget and find nothing but bums to fill my empty HC slot.

I've found personnel become available any time during the season as teams fire them now and then. I check all transactions daily to catch them.

The biggest day is right after a season ends (day after the world series or whatever), the personnel who leave because their contract is up appear then.

So when the Rookie league ends, the rookie league coaches that left because their contract was done appear in the pool... when the A league ends those coaches appear... when the Major League season ends those coaches become available.

I really dislike the way this works in OOTP. I'm on the verge of turning off coaches because of it, even though I really like having a named "manager" for my team. The personnel signings, if they're going to be there at all, should work the way player signings work.

You are right. It's really bad.

Especially bad in that when two or more teams make an offer, the same team always gets preference. I.e., it;s like there's a pre-ordained priority list of which team wins in multiple bids. If you're not high on the list, you're unlikely to get anybody you want on the all-important sim when personnel become available if not resigned. Same for scouts. It is, I dare say, the WORST aspect of OOTP as it is currently configured.

Add to that the fact that you have to fire before you can hire.
And you can't promote personnel within the minors, only to the major league club.
And the issue of game crashes when you do make personnel promotions to the majors.

All very frustrating.

Yes. This area needs major improvement for all the reasons you cite.
