Staff Search Option

Ive just finished my first season using the MLB file provided with the game(not the quickstart but the New Major League game option) I notice there are many unemployed managers, coaches et. al. in the file that opens from the Managers menu titled Staff Search and Shortlist--but there is no option to offer a contract to these entities. Meanwhile, the Available Personnel file under the League drop down has scant options when one wants to hire anyone? Is there a way to get those names to appear on both lists? If not, Why? Whats the point of a list of names a player cannot access other than to put them on a list?
