What are the effects of having a negative balance?

I found out ..you can't sign free agents.

But does it also mess up your extensions and arbitions signings as well?

I can't remember the last time I was in the red long enough to find out, but from what I can remember... yes, it will mess up your extensions. No, it won't change arbitration.
