Promoting prospects through the minors question

I am in a league that does not have actual ratings, only potential ratings... this league relies heavily on stats to evaluate players.

My question is, how does one evaluate when a player in single A is ready for AA, and so on? Is stats the accurate measure? Is it age? Is it something else entirely, or a combination of a lot of things (which is what I am guessing). I am looking forward to seeing the responses, as I am rebuilding a pathetic team. Thanks!

Well, decisions are based of information, if all you've got are stats, that's what you've got

I've never played a stats-only league, but I would use strike out % for hitters and K-BB for pitchers as the primary stat for promotion. Other stuff is important, but, strikeouts are a good indicator of success at other levels.

I'm picking this based off the fact that the game seems to suggest promotions based on stuff/control and avoiding Ks, at least in my ratings-on leagues.

In order to get the best idea of what a set of stats mean, it will be important to spend some time classifying the league. A .220 batting average in a league that's hitting .230 as a whole indicates something different from that same .220 average in a league hitting .272.

As a rule, I think most leagues minor league stats are out of alignment with what we would expect due to a limited amount of adjusting league totals. This doesn't mean that stats can't be used well, only that we need to recalibrate our ideas of what "good" stats are.
