Editing .dat files

I was wondering if there is any way to create new parks.dat or nations.dat etc... for your saved leagues. Can this be done by dumping your files or converting the .dat files and editing them, then using some process to convert them into the proper .dat format. If that is not possible, is there any tool that can be used to make changes to .dat files at all. Would really appreciate any help or tricks because I simply do not desire to manually imput ballpark factors and dimensions manually for full minors due to time constraints.

Redsoxford created an importer that allows you to import teams.csv, parks.csv and players.csv files back into the respective .dat file:
