Attendance without using Financials

Although the League Setup allows you to input an "Average Attendance" figure, it doesn't seem to use it.

Nearly all of my games have an attendance that is 98.9% to 99.9% of capacity.

To make it even more baffling, every once in a while I'll get a game that is 9.9% to 10.9% capacity.

Editing the stadium capacity changes the end result, but they still all seem to be in the two ranges described above.

Editing the Average Attendance figure does not seem to do anything, save increasing the amount of games that end up in the 9.9% to 10.9% slot.

Editing the financial Team Options as commish does not change anything either. Financial settings are off, but I figured I'd give it a shot.

I don't see any attendances in that screen that would indicate 9.9% to 10.9% capacity. Am I looking at that wrong?

Also, to verify, which version of the game are you using?

The ones under the "Spring" tab are all Spring Training. The ones under the "Mar/Apr" tab are regular season.

When I ran some tests last night, I did eventually get some Regular Season games in the 9% range.

When the Financial setting is off, it appears to zero-out all the Financial/Fan/Market settings. They are set to zero for all teams, and making changes to them has no affect on the attendance.

The "Average Attendance" setting that you see for all my regular season games (which so far are all at the 99% range) is 30,000. I tried simming some games with different Average Attendance settings, such as 20,000, 10,000, 500 or 1, but I always got attendances that were either in the 99% range or the 9% range.

I did a test sim through mid June. Somewhere along the way, I changed the Average Attendance from 30,000 to 10,000 to 1. I see two deviations from the 99% and 9%. One game had an attendance of 9,589 and another had an attendance of 89.
