Free Agents

I would like to sign some free agents but when I go to "offer contract" it says that owners have no money & will not approve deal. Is there a setting to change this?

Try setting Team Owner Controls Budget? to No, Entire Revenue Available. It's in League Setup, Rules. It may only be available in offseason or preseason.

This is assuming that your team does have the cash to spend. I usually play with the owner in charge of the budget, so I do not know whether the game allows you to spend more than you have and go into the red, so to speak.
