TLBA openings

True League Baseball Association has many openings for teams looking for leagues. We currently have some teams taken and are looking for more people who want teams. the teams open are:

Baltimore
Tampa Bay
Detroit
Kansas City
Anaheim
Florida
New York Mets
Milwaukee
San Diego
Arizona

If the league is an OOTP5 league, why in the constitution does it say I have to own OOTP4?

Also, is this a real player fantasy draft, real player with their real teams or all fictional players league?

This league is geared towards helping out teams with low payrolls. Every team with a salary over $70,000,000 amount pays the league $5,000,000 to be divided equally among the lower payroll teams. Do not be afraid to take on a lower payroll team like Montreal or Tampa Bay.
