Owners spending all their money

I'm setting up a league like the the English Premier League football pyramid. Everything seems to be working except for the financials. I don't want to set a salary cap, but I don't want teams to spend enough to put them in the red.

I've noticed at my highest level teams spend well over their current budget for their payroll. My highest team payroll spend almost $350,000,000, but their current budget is $220,000,000. To me the owner shouldn't allow more then the current budget to be spent. I still think that $220,000,000 is too much to spend, but that's a different issue.

So...can I force a team to not spend money that the don't have without a salary cap?
