Disappearing Rookies

I have an issue running amateur drafts - My scout will list a player as the top player available in the draft, but then when I go to the draft screen, he won't appear! No matter what I search by, the guy is just not there!
Why doesn't every player appear in the draft list?

couple of ideas....

1. clear filters, there was a problem that even if it says there are no filters on they sometimes still are.

2. could he be a prospect in another league, example he's actully in a draft pool for a diffrent league that has the draft around the same time.
