When looking at another teams players or free agents - what is the local popularity referencing?

Is it the popularity of the player in its current team's market (or previous teams market in the case of a free agent) or is it the popularity of the player in your team's market?

Nobody has answered so far, so here's a suggestion: Track some players involved in trade and FA transactions. Note their local popularity before they report after a trade or signing a contract, and then note it again after they join their new rosters. Local popularity should be different IMO, possibly dropping at first unless they have great national popularity that carries over, but I have not looked at it myself. If you see something, please post again here.
