How does the game decide where an individual staff member ends up?

This is a known issue. However, I don't think there is a fix for it yet.

The old way was for the commissioner to have to assign all of the coaches/scouts to a team. This was to fix that problem and take the burden off of the commissioner. However, it created other problems as you've noted.

I do not know how the game decides who gets the player, but, it does place the player on only one team. The problem is how the game handles this, and that the transaction logs thinks each team signed the coach.
