Rule 5 draft

Mine is check in my sim.. but I can't find the right time to turn it "on or off".

When are we allowed to toggle that?

I believe it is right around mid-February when the preseason begins.

It began in 1892, though of course back then the particulars of how it operated were somewhat different.

It's checked in my historical sim, but I'm not sure it's running? When you click on the baseball, it shows it running in like 2012, although it's 1907. ???
