Foreigner percentage in general isn't working

When I created my league, I set the foreign player percentage to 10%. The actual foreign percentage in my league is around 30%. What's going on?

Can you show some tangible evidence of this so we can take this up with Markus?

Well, I'd be happy to e-mail him the players' DAT file. I don't see any simpler way to show you a bunch of nationalities, but when I list All Players in league, I get a 29-page list; when I customize a filter to show Nationality IS NOT American, I still get a 9-page list.

You know what? I just started a brand new league set for 20% foreign players -- I edited the name and nation files for awhile so as to not drown in Martinezes, Rodriguezes, and other absurdly common names -- and got a mix that was - ta-dah! - 20% foreign. So the bug's not applying itself this time. So never mind ... but thanks very much for being willing to help.
