Minor League Free Agents and Roster Moves

Quick question, really a confirmation of sorts. Is it true that unless you are the Major League GM/Manager you can not sign free agents or make any other types of roster moves? I have two leagues one where I manage the ML club and the other where I manage the rookie league club. I checked the set up screens for the league and I don't think that I missed anything. But only with the ML club am I able to make roster moves. Thanks for any replies.

That's true. As a minor manager, your parent team's GM will take your best players from you as he sends them up, and you will get the next levels dregs as they get sent down.
