Can't you just set the league to not allow foreign players on teams? I thought that worked in 2006.

Yes, you can do that, but does it stop them from scouting foreign countries or not?

This is great news. In my fictional league I had limited myself to finding 1 hidden player per season, in an attempt to not have an advantage over the AI.

Good to hear this has been addressed. So do we a get a news article each time this happens? Under the player history will it say something along the lines of "signed as an amateur free agent out of the Dominican Republic" etc.?

And how will it work since the AI sees the real ratings and has no use for their scouts? will this the be the one occasion the quality of their scouts affect the players they find?

It does not. What stops them from scouting other nations is not selecting the generate and maintain hidden players option when setting up the universe, which is in 2006.

These are all good questions, now that the issue itself appears to have been resolved.
