They can still win on penalties if it's 1-1 aggregate after extra time on the return match.

Correct..my bad. I should have said Arsenal will need to win by at least two goals if PSV scores in Highbury.

The ref lost the plot at the end of the Lille/Man Utd game. He allowed Giggs to take a free kick and shoot into an unguarded net. Lille nearly walked off in protest.

I despair at the standard of referee nowadays. I know the players don't help, but I'm sure some of these referees aren't given good enough training.

Why did he allow that? I saw that replay.

Because it's in the rules that you can take a quick free kick if the referee allows it. On this occasion it seems as though he allowed that to happen. But it can open up all sorts of allegations against referees with regards to bias to certain teams or even actual collusion in the results of matches.

I hate the rule. It should be got rid of, and if you want to shoot at goal you have to wait for a whistle.
