Plus obviously teams currently under- or over-achieving could carry on that way, even if the stats suggest otherwise.

They just don't score many goals. Only ten this season to date (in 11 games), and that doesn't lend itself to winning many games. Based on their goal difference of +1 they are certainly over-achieving to have collected two-thirds of the points available to them (20 of 33).
Although that could be tempered slightly by the 4-0 loss to Manchester United a week ago. Indeed if that had been just a 1-0 loss, the projection would have them getting to 72 points.

I wonder what it would be like to try to use this formula on a sport that plays few games like the NFL? Its about the half-way point in the season and I bet the predictions the formula makes hold true.

There is one, but it has a different exponent to 2. I'd have to find it out, although if you searched on the internet, I suspect a site would have the pythagorean records there already done.

There are formulae to work out the park factors, but I'm not sure what you mean by coefficients.
