Cash Maximum Carryover to Next Year

How does the cash maximum feature work in OOTP6? I'm in an online league and people are making huge cash deals because everything above $25 million is not carried over to the next year.

I would like all cash to carry over to the next year. If we lose the money above the maximum, we are like those owners (cough)Jeffrey Loria(cough) who take their revenue sharing money and keep it in their pocket instead of spending it on the team. I would like a team to be able to be frugal one year and spend like crazy on free agents the next. Is there any way to do this?

You should make your cash max something really high then. That way you'll have to have a lot of cash before you lose any.
