"Undiscovered Talent" already has 3 years service

My scout unearthed some marginal player, I signed him... and he already has 1 year of major league service, 2 years on a 40 man roster, and 3 years pro experience. He's rule 5 eligible, and out of option years.

Shouldn't he have been sitting in the free agent market instead of passing himself off with fake ids and fake birth certificates playing in Mexico?

And he sucks, there's no way he would have been on a major league roster, I know because I'm the worst team in the league and I wouldn't even consider promoting him to the majors... yet at least.
