Ability to Edit League Structure in the Offseason Instead of Just the Preseason

I certainly hope that this has been brought up before and I hope that it is being taken care of. As it is, only being able to add expansion teams during the preseason is a killer to me. I like to have as limited say as possible as to the AI controlled teams, but I can live with having to sign a few low level players to the expansion teams. But they need to be able to bid on that year's free agents. If you were able to add teams during the offseason, then the teams would have a shot when players file for free agency.

And I don't know where to file this, but it drives me crazy that I create a team and sign a few players but perhaps I don't fill the roster. Then I get a window saying that that team has an illegal number of players at the start of spring training. At the time there were nearly 200 (albeit poor) free agents on the market and the AI doesn't think to sign anybody to fill the roster... not much intelligence in the artificial intelligence there.

This seems like a bug/suggestion tied up into one.

Suggestion: We should be able to add teams in the offseason, not just the preseason

Bug: The AI does not realize when it does not have enough players to field a team.

Personally, I would like to see both of these fixed. An expansion team should be able to compete for FA the season before it starts up. Also, the AI needs to be able to recognize that it doesnt have enough players to field a team. This is really nerve racking when there are Free Agents available.

This does, in fact, cross that fine line between bug and suggestion, but I logged it anyway, as TT # 2292.
