Winter League Help

I wanted to make my the winter leagues in my universe a little different from RL. I was trying to make WLs where young scrubs and really old guys could go, instead of sitting haplessly on minor league rosters or (in the case of the old) go there for a couple of months, show if they still have anything left, and available for in season signings.

I have unfortunately not been able to figure out the right financial metrics to make this happen. What I am getting is players, good players, sometimes star players, in their prime, signing for less money with the winter teams. Occasionly the sign long term extensions with the winter teams, for far less money than they would make in my major leauges (because I have salary caps on the winter teams and no caps on the major teams, among lots of other financial offsets).

Any suggestions on how to play out this little fantasy without seeing a 28 year old who just hit 62 jacks sign with a winter team?

(this is happening post the most recent patch, but I dont think its a bug persay. I think its something to do with how I am structuring things).

they could be used for unsigned players to play in but it isn't possible to send players from another league there in the off-season!
